Rue’s Kennels has been a literal lifesaver. Thanks to Rue’s, we were able to rescue three dogs overseas and bring them to LA as checked baggage rather than shipping them as cargo, which would have been nearly ten times as expensive and is simply not financially feasible for animal rescues. 



From the beginning, Rue’s impressed us with their dedication to the mission. Coordinating between airlines and multiple government agencies is a complicated and frustrating task, and there were complications, but the team at Rue’s is persistent; they have the knowledge and tools to navigate the process, and they care as much as you do about making sure your dog is cleared quickly and safely.


This concern for the animals’ welfare is evident in the design of their facilities. Their space is new, clean, modern, and welcoming. Despite a long journey and the stress of air travel, our dogs immediately felt at home at Rue’s and alternated between playing with toys and lounging in chairs. Rue’s staff stayed with our dogs at the facility through the weekend until the dogs were cleared for release, and they sent us regular updates and photos.

I would like to recommend Jill Stewart and Rue's Kennels. Picking up a dog from an international flight either at cargo or meeting a flight buddy can be very daunting if you haven't done it before. It can be especially nerve wracking at LAX where navigating traffic timely is always a challenge, not to mention the logistics of getting around the airport with an unfamiliar dog in a crate. Jill will meet your flight buddy and dog or collect your dog at cargo, handle all of the paperwork involved and take your dog to their beautiful facility where you can pick up your dog. You do not have to stress out about meeting a plane exactly on time, finding someone to help you, parking, having all of the necessary documents and the greatest nightmare - the dog somehow getting loose at the airport. Pick up at their facility is easy and they keep you informed every step of the way as to what is happening with your dog. They are able to board your dog if necessary, bathe them and get rid of the crate and bedding for you too! An excellent service that I highly recommend and I wish was available at more airports. We are a national rescue that relies on volunteers, and trying to coordinate volunteer and or adopter schedules is not always easy and this is a great solution for us.

Rues Kennels was the absolute best experience for me and my pup! I called them at an odd hour of the morning in panic because I needed to urgently travel to the United States and they were there for me every step of the way. They worked tirelessly to make sure my dog was safe and in California. They never made the endless phone calls seem like I was a bother - they reassured me when I was concerned and talked for hours with airlines on the phone and in-person at LAX on my behalf. Once I got there and finally got to meet Jill and Jonathan in person, I was overjoyed. They are incredible people who love and do anything for these pups. They have truly been my godsend through this all and I could not have ended up in better hands. I received multiple videos and pictures of my little one whenever I needed, and got to do FaceTimes! I was so worried about my dog needing to quarantine but this place is like the Ritz for dogs! Large spaces, outdoor area, lots of play times and even more cuddles! Jill, you’re an angel! Team Rue is amazing! They are my fur babies life savers.


I was in Malaysia for a little over 5 months. Bought two puppies and brought them back to US in November. I was being guided through with Malaysia Veterinary and an agency with the process and applications to get them into the state. Everything has been going smoothly until US Custom. I was told that the dogs will need CDC import permit to the enter the US. However, I was being told by Malaysia agency that it's not required.


Took me nearly five hours at the airport with the customs calling back and forth with the CDC. I was told that I will have to send both puppies back to Malaysia. I was extremely frustrated as there are no one who can take care of the puppies for me. Also because they are re-entering Malaysia, they will also need to reapply for entry permit to Malaysia and they will be most likely being treated as diseased dogs as they were being returned by CDC.


Gratefully I found Rue's Kennels. The owner Jill spent hours communicating with CDC trying to figure out if they could accept by dogs by quarantine at the facility, also the transportation process to get the dogs to LA behind the bar. And yes, she did it. Although it was not cheap but my puppies didn't have to leave the country.


During their stays, Jill and John will update me with their photos and status. Honestly, they are being spoiled with their in house chef. When they came home they won't even want their regular dog food anymore.


I'm most grateful about is Jill and John were able to accommodate me with my flights. I had to fly in from DAL to Oakland. I found a ticket with an Hr layover in Lax. This way I saved one ticket Lax to Oak. Jill and John were able to meet me at the arrival hall. All I had to do is run out and go back into the airport with the dogs. Smoothly and no waste of time. I was able to catch my connecting flight right after. Thank you guys again.

Rue’s kennel has been an absolute life-saver.


Jill and Pam were incredibly helpful in sorting out exactly what needed doing in order for my dog to leave Vietnam and enter the USA, cheerfully staying on the phone with me as long as I needed answering questions and double-checking that all the correct documents were in order.


I had some trouble getting straight answers from the CDC website and understanding the airline procedures, and their experience transporting dogs from overseas was a huge relief as I knew what to expect throughout the travel period.


Jill’s help navigating customs in LAX and the various departments that needed to coordinate kept the whole process relatively stress-free, with her jumping on calls with me throughout the day and offering reassurance that things were on track and going the way they were supposed to.


Visiting the Rue’s facility gave me even more confidence in their work, with happy active dogs there to welcome us and clean, well-stocked facilities for all the animals. Their house veterinarian was warm but business-like, quickly clearing my dog for quarantine while Jill walked me through my dog’s upcoming month and making sure his needs, preferences, and personal factors were all known and prepared for.


I didn’t expect anything close to this level of personal care and experience from a CDC-approved facility, and my experience with Rue’s Kennel couldn’t be further from the murky government cages I was expecting for my dog. Regular pictures, videos, phone calls, and text updates from Jill have given me peace of mind in a process that I expected to be torturous, and I can’t recommend their services highly enough. If you’re entering the USA with your dog and it’s possible to fly through LAX, you’re doing yourself a huge favor getting in touch with Jill, Pam, and the Rue’s staff to help you make sure your dog’s travel and quarantine is as safe and happy as it could possibly be.

I had the best experience with Jill Stewart and Patty Larson from Rue's Kennels. My fiancee, daughter, and little Yorkshire Terrier were flying out to Los Angeles from the Kyrghyz Republic to join me and start our family life together. We had all the CDC required documents ready for our dog to travel, but we were having problems with Turkish Airlines allowing our dog to fly. I couldn't get any help from the airlines. One of the CDC requirements was to make a reservation at a CDC-approved animal care facility for the dog upon arrival at Los Angeles International Airport. I made the reservation with Rue's Kennels as required, but Turkish Airlines still did not allow our dog to fly. They told me the dog could only fly on Turkish Cargo, but according to the CDC, that is not correct. Jill Stewart was the most helpful, caring person I've ever had the pleasure of dealing with. She took her own personal time to contact the airline, go to the airport, argue on our behalf with the Turkish Airlines representatives, and keep us informed. We almost gave up and left the dog in the Kyrghyz Republic, taking it away from my daughter and my fiancee. Our daughter would've been devastated if her dog was left behind. Jill suggested to apply for a CDC Dog Import Permit, even though the CDC states that the wait time for such a permit is usually up to 8 weeks. We didn't have the time to wait that long. Jill suggested that people sometimes receive the dog import permit quickly. I applied for the dog permit and received it overnight! With the permit, we no longer needed to leave our dog with a CDC animal care facility, but we were still having a problem finding a Turkish Airlines flight that would allow our dog to fly. Knowing that Rue's Kennels were no longer going to receive our business, Jill and Patty continued to fight for us and our dog anyway! This was above and beyond what people normally do! I am so thankful for the effort that Jill, Patty, and Rue's Kennels put forth in helping us, even though they were not earning our business because of the dog import permit. Finally, in the end, we found a flight for my family including our dog to fly and before Christmas too! I can't thank Jill Stewart, Patty Larson, and Rue's Kennels enough! I highly recommend Rue's Kennels to everybody who needs to fly an animal into Los Angeles from another country! I can't write enough words to describe how great Jill and the people at Rue's Kennels are! Very happy with them. They saved our family!

It gives me great pleasure to write a recommendation for Rue’s Kennels. I was in an unfortunate predicament and had to travel alone from Thailand to the United States. If anyone has traveled internationally with a pet, you can understand the chaotic process that it is, especially doing it the first time, independently.

I was blessed to have encounter Rue’s Kennels. Before leaving Thailand, I had many conversations with staff who were extremely knowledgeable and friendly, exercising clear and consistent communication. This was a breath of fresh air... as dealing with other organizations (government included) had proven the otherwise.

Upon arrival, I was met with issues from other agencies and Rue’s Kennels was right there by my side, handling matters and taking such great care of me and my dog. I had to leave him kenneled unknowingly and we were treated like family. Undoubtably, the knowledge, care, and love shown to us during this time is far above and beyond what I have experienced elsewhere. The staff at Rue’s truly love animals and what they do. This is very evident in my experience. I highly recommend Rues Kennels and will forever use them in my future travels.

Jill and Rue's team really save my pups, I was told by a ridiculous CBP officer in LAX. He don't check documents I had and don't even want to talk. He told me your need to back their country, they are not allow to enter United States. I was surprised CBP can terrify people whatever they want, even there is black and white said it is legal. They can pretend they are not seeing it or mislead it.


My flight landed 8:30am, Jill wait in airport till 3:30pm to make sure my dogs are safe and pick up my dog.

Rue’s Kennel is a wonderful space to leave dogs in quarantine.


I was very anxious and worried about leaving my elderly dog in quarantine when I arrived in the US, but I felt calm when I found Rue.


Their space is very large and organized. The large dogs are separated from the small ones, in very spacious and clean stalls. The dogs don't stay in their stalls all day, they go out and play in safe spaces. It has indoor spaces and also a space with artificial grass to sunbathe outdoors, but fenced and with complete security and supervision by the Rue team.




Jill gave me all the support and information I needed since I booked my plane ticket in Brazil. She is very caring and obviously loves dogs very much.


Jill met me at the airport to pick up my dog and took him safely to the kennel.


Throughout the quarantine she kept me informed about how he was doing, sending me photos and videos. She was also always willing for me to FaceTime with my baby.


My dog became very attached to Jill, demonstrating to me how well he was treated and cared for at Rue.


Now, after 24 days of quarantine, I have been reunited with my baby and I will always be grateful to Jill for the care and love she and the rest of the staff gave him.

It is with great pleasure, that I write a letter of recommendation for Rue’s Kennels, a Quarantine Facility for dogs, based in Los Angeles, CA, USA.


I first contacted Jill, when I decided to export my German Shepherd to the USA, from Sri Lanka.  She failed her Titer Test, which is a requirement by the Center for Disease Control, and the only other option I had, was to keep her in Quarantine for a month, on arrival in the US. I was skeptical about it, as she would be with total strangers, and she was a spoilt 5 year old, who had to be hand fed. I made my concerns known to Jill, and she assured me that she will hand feed her and take good care of her.


Jill went out of her way to help me with all documents required by CDC and the Airline, and in constant contact, until everything was finalized, and Kierra was on board the flight. Her dedication impressed me greatly, and I knew that I don’t have to worry about Kierra’s well-being.


Upon meeting Jill, and her partner Jonathan, I saw the innate ability they both have, to connect with Kierra, and all the other dogs that were in quarantine, because of the care, love and compassion they have for the ones who have to be separated from their families. They were both so perceptive to the changes Kierra would have, and inform me immediately. They were successful in achieving what I couldn’t, by getting her to eat on her own!


They FacedTime regularly, so that I could talk to Kierra, and sent videos of her often. It was such a relief for me, to see how happy and healthy Kierra was.


I realized how convenient and fast it was, to bring the dog over and keep her in quarantine, rather than do another Titer Test and anxiously waiting for results, and then for the subsequent permit from the CDC.


I have no hesitation in recommending Rue’s Kennels to anyone who wants to export their dog to the USA, as they will be well taken care of.

More importantly, to express deep admiration and gratitude for the way in which you and your team and partners have learned how to navigate the various elements involved in landing a dear animal onto American soil.


  • Dealing with and advising on the CDC permit, and helping in cases where the permit has not been issued
  • Assisting and advising with engaging a customs broker to facilitate the import of the animal (thanks here are also due to Cashawua Compton of Vantage Point Services, San Francisco, Ca.)
  • Advising on airline matters: before, during and after the animal boards, flies and lands
  • Assisting with where to find the landed cargo offices, and guiding on how to get landed animals through these offices as smoothly as possible
  • Navigating also the complexities of the nervous, confused and unknowing “pet parent”, who has likely never done the process before, so does not know how long things take, facts like animals don’t arrive at the normal passenger terminal, facts like how the cargo freight offices expect a passenger to behave, explanation of why things take the time they do, assistance regarding CDC and other regulations
  • Most of all: displaying an almost superhuman level of calm and respect to all the humans that need to dealt with, while always placing first and foremost the health and safety and comfort of the dogs and other animals who are waiting to board, on a plane, in some holding area, or being waiting for cargo handling administration processes.


Jill accepted a “cold-call” from me when I discovered that an agent appointed by our foreign exporter was unable to answer questions about fee differences if I had a CDC permit vs if I did not, and also unable to answer questions about the place our animals would land. We needed help and advice. Jill was a God-send, a fountain of wisdom and knowledge about how the systems work and what we needed to do; immediately helpful and able to recommend partners who were all excellent (broker/clearing agent, road transport, domestic air transport, kenneling, medical matters like vaccinations, rabies titer and DCD permits.


To give an example of her professionalism and skills, Jill had additional tasks in terms of locating a cargo office and airline she had not previously dealt with before... she located and dealt with this with deft skill, and so we were finally re-united with our pets.


I immediately contacted the foreign shipper and strongly recommend they use Jill and Rue’s Kennels for every import they do, because the service and wisdom was so impeccable.

My dog recently had a short stay with Rue’s Kennels. I adopted my dog from a China-based dog rescue and shortly before his travel day, the rescue and I were informed by the CDC that my dog would have to undergo a stay at a CDC-qualified kennel. This entire process sounded overwhelming and complicated, but Rue’s made it so easy. They collected him from the airport (which is itself a huge undertaking given the potential long delays from customs), and immediately scheduled him to receive his booster vaccine and exam by a qualified veterinarian the very next morning. They kept me well-informed of which stage he was at in the clearance process. I was sent confirmation when they had custody of him, when he was scheduled for his vet exam, when the exam had taken place, when his records were uploaded to the CDC portal, when the CDC provided clearance, and when he received clearance by customs to be released to me. I received photos and videos of him during his stay. When I first heard he would have to stay at a kennel, I imagined him being scared and lonely during his stay. Instead, the videos show him having the time of his life; he bonded with the kennel workers and enjoyed his playtime during his stay. The facility itself is extremely clean and well-maintained. I would 100% recommend Rue’s to anyone who might need their services. They clearly are great at dealing with the complicated logistics process involved in overseas animal travel and take wonderful care of the animals throughout the process.

It is our absolute pleasure to recommend Jill Stewart and the staff at China Resue Dogs (CRD).


We were in a several months process in adopting our rescue dog Fluffy from Harbin Slaughterhouse Survivors (www.harbinshs.com). It was a stressful process for us as the adopters, but I cannot imagine the stress on the organizations who do this day in and day out in rescuing these amazing animals.


All seemed to go according to plan until the last minute where we had some obstacles in getting CDC to permit our rescue to enter the U.S. We were distraught after planning a trip to L.A. to meet Fluffy when he landed. We and the rescue organization, thinking of the safety/welfare of Fluffy and Magnus, his travel mate, were concerned with the animals being denied entrance to the U.S. or having to quarantine for over a month.


The folks at Harbin SHS were able to reach out to Jill and she immediately stepped in and stepped up to help get our Fluffy home. She was incredibly knowledgeable of the CDC and Customs process and requirements. She was in constant contact with us once the flight nanny was in the air with the rescues and provided us photos/updates once she was able to meet the pups at the airport hold and when they were safely back at her facility.


It seemed like forever due to our anxiousness in meeting our Fluffy, but Jill was able to schedule a vet check and submit the paperwork to CDC and Customs, and we were able to obtain clearance less than 24 hours from when Fluffy landed in the U.S. We met Fluffy at her facilities and can assure anyone who uses Jill and CRD as a resource that the facilities are top grade and so welcoming to both rescues and adopters.
